The Argentina international was previously regarded as one of the most promising talents at Old Trafford, but his career at United faltered due to conflicts with several managers.
Garnacho aimed to rejuvenate his career at Chelsea, the club he supported during his youth, yet he found it difficult to make a significant impact under both Enzo Maresca and Liam Rosenior last season.
Roma is reportedly interested in signing Garnacho, but the Italian club may encounter competition from Aston Villa, who have submitted a bid to secure his services.
Fabrizio Romano has reported that Aston Villa has put forth an initial proposal for a loan deal concerning Garnacho, which includes an option for a permanent transfer.
Aston Villa is also pursuing a deal for Chelsea striker Nicolas Jackson, who is making a return to the Premier League following an unsuccessful loan spell at Bayern Munich.
Emery and Jackson have previously collaborated at Villarreal, with Chelsea allegedly setting a £65 million asking price for the Senegalese forward.
